Yes. Under the rules of the Ministry of Transport of Kazakhstan, all UAVs weighing over 1.5 kg must be registered in the UAV registry. Quadcopters under 1.5 kg don't need registration, but flight rules apply: not higher than 50 m, in direct line of sight, no closer than 5 km from airports.

For commercial flights and operations in controlled airspace, an application is submitted via KazAviation or eGov with route, altitude, time and purpose. Review takes 5–10 business days. Amateur flights in permitted zones don't require permission.
