Pharmaceutical Plant in SEZ “Alatau” Worth 32.5 Billion Tenge Approved

The Government of Kazakhstan has approved an investment agreement for the construction of a full-cycle biopharmaceutical complex within the Alatau Special Economic Zone in the Almaty region. The corresponding resolution was signed by Prime Minister Olzhas Bektenov. The agreement has been concluded between the Ministry of Health and Steppe Pharmaceuticals LLP, with private investment totalling 32.5 billion tenge.

What the plant will produce

According to the Ministry of Health, the facility plans to manufacture 20 types of pharmaceutical products, including treatments for oncological and rare diseases, as well as immunobiological agents. The project is aimed at localising high-tech production capacities within the country.

According to the ministry, the facility is scheduled to launch in 2031, reach its design capacity in 2032, and transition to a full production cycle across key areas by 2034. In addition to drug manufacturing and certification, the complex will host research and development activities, including bioequivalence studies and the implementation of international GMP standards. Plans also include the establishment of a training and professional development system for Kazakhstani specialists.

Jobs and industry context

The implementation of the project will create approximately 60 new jobs, according to the ministry. The country is currently carrying out eight major investment projects in the pharmaceutical industry. The output volume of domestically produced pharmaceutical products reached 191.1 billion tenge last year, representing an 8.7% increase compared to 2024. Total investment attracted to the sector has exceeded 390 billion tenge.
