Prime Minister of Kazakhstan Olzhas Bektenov held a meeting of the Digital Headquarters on the implementation of the President’s instructions related to the development of artificial intelligence and the digitalization of the country. The meeting took place in Astana on 18 August 2025 and became a key step in strengthening cybersecurity and integrating state information systems.

Kazakhstan’s digitalization: key decisions

At the Digital Headquarters meeting chaired by Olzhas Bektenov, four strategic directions of Kazakhstan’s digitalization were approved. They include a comprehensive plan to integrate state-body information systems, regulations for working with AI-training data sets, a project to consolidate databases on the Smart Data Ukimet platform, and the migration to the national AITU messenger.

As the Prime Minister noted, completion of these tasks is mandatory for all state bodies and quasi-government sector organisations. “The goal is to turn Kazakhstan into the digital hub of Eurasia, raise information security, and improve the efficiency of the state apparatus,” Olzhas Bektenov emphasised.

Integrating 224 state systems

The adopted comprehensive integration plan covers 224 information components and reduces labour costs when uniting data across agencies. Currently more than 355 information systems and web resources operate within the e-government ecosystem. The new approach will eliminate duplicate functions and improve the accuracy of statistical data.

Artificial intelligence and Smart Data Ukimet

Special attention is given to developing regulations for working with the data sets needed to train and develop AI models. The document provides for harmonisation of formats, validation algorithms, and structuring of state data. As part of this initiative, the list of databases to be transferred to the Smart Data Ukimet platform by 1 December 2025 has been approved.

The integration stage using the new hashing system, which ensures the security and confidentiality of state information resources, will be completed by 1 September.

AITU national messenger to become mandatory

By 15 September 2025, all employees of state bodies and quasi-government sector organisations will move to the AITU national messenger, which has passed pilot testing. The service is provided free of charge, with no subscriptions or trial periods, to strengthen the security of internal communications and remove dependence on foreign platforms.

Outlook for digital transformation

The implementation of the Digital Headquarters’ decisions is aimed at a systemic update of Kazakhstan’s digital infrastructure and creating conditions for adopting AI in public administration. New standards for information-system interaction and big-data processing will accelerate the digital transformation and improve the quality of government services for citizens.
