ASTANA. Kazakhstan and 01.AI have announced the establishment of a joint venture called Q.AI. The Ministry of Artificial Intelligence and Digital Development of Kazakhstan disclosed the initiative following a strategic seminar held in Astana on June 29.
According to the ministry, Dmitry Mun, a former vice minister of artificial intelligence in Kazakhstan, has been appointed chief executive of Q.AI.
What Q.AI is expected to develop
The ministry said the joint venture would develop and deploy large language models adapted for Kazakhstan, AI agents, enterprise AI platforms and other digital-transformation tools for the public sector and businesses.
The announcement did not disclose Q.AI’s ownership structure, investment amount, place of incorporation, product launch schedule or technical specifications for its planned models.
Seminar for government leaders
The announcement was made at a seminar titled “Artificial Intelligence for Kazakhstan: Foundations, Opportunities and Practical Steps.” The ministry said the event brought together the heads of government bodies and akims, or mayors and regional governors.
The principal speaker was 01.AI founder and chief executive Kai-Fu Lee, a member of the Artificial Intelligence Council under the President of Kazakhstan. The programme covered global AI trends, the shift from large language models to AI agents, organisational adoption, digital sovereignty and the training of engineering specialists.
A separate session addressed vibe coding, an approach in which generative AI assists with software development. The ministry also linked leadership training to the practical use of AI in public administration, the economy and social services.
Kazakhstan’s broader AI agenda
The Q.AI announcement follows other international technology initiatives involving Kazakhstan. The country recently joined Pax Silica to support AI infrastructure. Governments and technology companies are also debating how to avoid fragmentation in international AI policy.
